What is a Point Moore Lease?
Point Moore is home to 174 properties located on Crown Reserve 25459 in West End. This land is owned by the State Government and managed by the 91视频 for recreational purposes and leasing cottages.
Point Moore residents don’t own the land outright (freehold); instead, they have leasehold tenure, which gives them the right to live on the land for a specific time, as stated in their lease agreements.
Lease Expiry Dates:
- Leases expire in 2025, 2028, or 2039.
- Residents can move to a standard lease expiring in 2039, but leases cannot be extended beyond 30 June 2039.

Rates:
- Current Rate Amounts for 2024/2025: From $1,050 to $3,000. This is inclusive of rates, rubbish and Emergency Services Levy. These charges may change each financial year.

Discounts: A 50% discount on lease fees is available for eligible pensioners.
Payment Terms:
- Lease fees are issued in August and are due within 35 days of issue of the notice. The August release date is dependent on the CPI being released which is used to calculate any adjustments.
- Payment arrangements can be made by contacting the City’s Accounts Department on [Insert Contact Information].
- Lease fees are reviewed every three years based on the Perth Consumer Price Index (CPI).
Why Are Lease Fees Different for Each Property?
- Original lease fees were based on market rent assessments when each lease started, which caused some variation.
- Since 2017, all new leases have had uniform fees to ensure fairness.
Key Rules and Conditions for Leaseholders
- Owner-Occupier Use Only: Properties must be occupied by the owner; short-term (e.g., Airbnb) or private rentals are not allowed.
- Septic System Checks: You must arrange for a registered plumber to inspect and report on your property’s septic system every two years.
Lease Termination:
The City can end a lease with six months' notice if:
- The septic system fails and cannot be repaired or upgraded to current Australian Standards.
- There’s a risk of flooding or erosion to the property.
- A public health risk is declared by the Chief Health Officer of Western Australia or the Minister for Health.
At the end of the lease, the City covers demolition costs.

Selling a Leased Property
You can sell your leasehold property, but we recommend that buyers:
- Obtain a copy of the lease agreement.
- Seek independent legal or professional advice to understand the terms and responsibilities.
Buying a Property with a Lease Ending in 2025 or 2028
If you buy a property with a lease expiring in 2025 or 2028, you can request a new lease (expiring 30 June 2039) by contacting the City:
Before a new lease is issued, any outstanding accounts (e.g. rates or lease fees) must be cleared. Once resolved, the City will:
- Issue a Deed of Surrender to end the current lease.
- Prepare a new lease agreement for both parties to sign.
- Register the new lease with Landgate.
